TEAK WOOD is best quality for making Paddle.

It is easy to cut and easy to use sand paper.

SANDLE WOOD is also best quality. It gives you pleasent odour all the day and throught the Year. But cost is very High. It is available only in India, Mayanmar, Srilanka.

I hope that by ';paddle'; you mean oars..... you aren't going to be beating any kids are you???
ash, maple, cedar, poplar, cherry. Use a fine grit sand paper to sand it down properly to a smooth finish.
If easy to work is most important, try white pine or spruce, though spruce is heavy. Hardwoods like birch, maple, are lovely but harder to work. It might depend on what's available in your area and its price. For sandpaper, just go to your local building supply and see what they've got, most of them are pretty good, hope you have a power sander..
Ash, maple.
